According to Sérgio Horta we can see that (as of writing), this arrangement was not yet fully officialised, but it is already shown in the official municipal website
Sources: Sérgio Horta´s webpage and communal webpage. The arms basically are the same as those of the former São Martinho das Moitas Commune, but the inscription of the scroll has turened to "UNIÃO DAS FREGUESIAS DE (1st line) SÃO MARTINHO DAS MOITAS E COVAS DO RIO (2nd line)".

São Martinho das Moitas e Covas do Rio is one of the four communes of São Pedro do Sul Municipality created by a merger during the 2013 changes. It had 258 inhabitants in 2021 and covers 53,72 km².

Shield Or issuant from the flanches and from a base wavy Argent charged with two barrulets wavy Azure a mound of six coupeaux Vert set per pile reversed, in chief a mitre Gules garnished Argent and flanked by two maize ears Vert. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "S. MARTINHO DAS MOITAS".
Meaning:
The phrase "São Martinho das moitas" means "Saint Martin of the shrubs" (and if that sounds funny, well, it does too in the original); no shrubbery on this coat of arms, but the mitre stands apparently for Martin of Dumio, see English WIKIPEDIA[ https://en.wikipedia.org/wiki/ ], a 6th century archbishop. The arms are therefore partly canting.

São Martinho das Moitas was one of the nine communes of São Pedro do Sul Municipality affected by the 2013 changes. It had 251 inhabitants in 2011 and covered 27,21 km², incl. a rare communal exclave.

Covas do Rio was one of the nine communes of São Pedro do Sul Municipality affected by the 2013 changes. It had 120 inhabitants in 2021 and covered 26,51 km². The commune never had proper symbols.
